The year is 1964 and Mexico welcomes the election of its new president; Gustavo Diaz Ordaz. A new administration under the Institutional Revolutionary Party has risen, one that brings hope to the continuation of Mexico’s recent increase in economic prosperity. The promise of the 1968 Olympics held in Mexico City– the first ever games to be hosted in a Latin American country– seats Mexico on the cusp of becoming a new global power. However, students from across the country have risen up, pleading for changes to be made in response to what many call “the Dirty Wars”-- the growing violent struggle between the Institutional Revolutionary Party and the common people. With support from the United States, the Mexican government has initiated a reign of terror– one where individuals mysteriously disappear and many more face execution. Meanwhile in the remote state of Guerrero, a rebellion is brewing. A group of former school teachers has risen to power, leading an armed guerilla force against the government without remorse for the path of violence that stands between them at the capitol. The members of the new cabinet are placed in a crossroads– continue on this path of brutal destruction for power or work hard to reestablish the state and initiate peace…

Rules and Procedure

This committee follows parliamentary procedure as defined in our Crisis Committee Parley Pro Document. However, procedure during committee may be modified at the Moderator’s discretion.

Position Paper

All delegates wishing to be considered for an award must submit a position paper before the start of conference. Position paper quality will be included in consideration of awards, however paper quality will not hold as much weight in award consideration as actual committee performance. Position papers are meant to ensure a basis for delegate research and help delegates feel confident while participating during the conference.
